Two human-resources technology companies announced a partnership Tuesday to accelerate hiring for frontline and hourly workers. This segment has faced persistent challenges with high turnover and slow recruitment processes.

AI-driven sourcing meets candidate experience

Talroo, an Austin-based platform specializing in sourcing frontline and skilled-trades workers, integrated its AI-powered job-ad engine with Phenom’s Talent Experience Management platform. The integration is now live in Phenom’s marketplace, giving mutual customers access to Talroo’s network of job seekers who avoid traditional job boards.

Employers can distribute postings to Talroo’s network, refine ad performance using tools like Apply Intelligence, and streamline applicant delivery into Phenom’s system. The collaboration aims to cut hiring time for roles that often remain unfilled for weeks.

“This partnership unites two leaders with a common goal: filling positions faster using smarter technology,” said Michael Novey, Talroo’s head of alliances and agency relations. “Phenom’s focus on candidate experience aligns well with Talroo’s real-time data and sourcing strengths.”

Saumil Gandhi, Phenom’s senior vice president of corporate development, described frontline hiring as one of the biggest challenges organizations face. The partnership broadens Phenom’s access to talent pools while ensuring candidates receive tailored interactions.

Frontline hiring challenges persist

Roles like retail associates, warehouse workers, and hospitality staff experience annual turnover rates exceeding 50%. Many employers still depend on generic job boards that overwhelm them with unqualified applicants. Talroo’s platform uses real-time applicant tracking data and behavioral signals to identify candidates actively seeking work and more likely to accept offers.

The collaboration emerges as labor shortages continue in healthcare, logistics, and manufacturing. Some companies have tried signing bonuses or wage increases, but these measures often ignore inefficiencies in hiring. A 2023 Workforce Institute study found nearly 40% of hourly workers abandon applications if they take over 15 minutes to complete. Yet many employers still require lengthy forms or multiple interviews for entry-level positions.

For workers who change jobs frequently, a cumbersome process can determine whether they accept an offer or move on. The integration between Talroo and Phenom seeks to eliminate friction by automating screening and delivering candidates directly into hiring managers’ systems.

Talroo’s platform handles millions of job searches daily, targeting roles often missed by traditional sites. Its Apply Intelligence tool predicts which candidates are most likely to apply and accept offers, helping employers spend ad budgets more effectively. The company has earned recognition for its frontline-focused solutions, including awards from Lighthouse Research & Advisory and the American Business Awards.

Phenom, based near Philadelphia, provides an end-to-end talent platform with AI-driven career sites, chatbots, and automated interview scheduling. Its clients include global enterprises in retail, healthcare, and logistics. The company has appeared on Inc. 5000’s list of fastest-growing companies for five straight years and recently received a gold award for its generative AI tools from Brandon Hall Group.

The partnership doesn’t force customers to replace their existing hiring systems. Instead, it adds Talroo’s sourcing features to Phenom’s platform, allowing employers to keep their current applicant tracking systems while accessing a wider candidate pool.
